Government services are hinged upon funding, expeditious funding, adequacy of the funding, so that the government would be able to roll out the budget, execute it in time, and the public who put that government in place would be able to realize the fruits of their elections and the support for the administration of the day.
County governments have governments, their constitutional governments have constitutional mandates to lose certain things.
Health is largely devolved, other areas like agriculture and roads to an extent,water to an extent.
So they are important services that had evolved. These services are funded by monies that are allocated by the senate or parliament to County governments.
Unfortunately, the national government has not been able to keep its commitment of disbursing funds Sufficiently, adequately and promptly to County governments.
So County governments are rightly claiming that they are being sabotaged and grinding to a halt.
