Lake Victoria Agency on the spot over mismanagement funds

Today, the Public Accounts Committee chaired by Hon Opiyo Wandayi (Ugunja) met with the Lake Victoria South Water Works Development Agency to answer to Audit Queries.

The questions were raised by the Office of the Auditor General on Unresolved matters over years and dormant loans owed by the Agency.

The Auditor General had flagged a loan totalling to Kshs 13.1 Billion that the agency is yet to settle, although the Acting CEO Engineer Chrispine Juma in his submission to the Committee; said that most of the money has been paid up, leaving a balance of Kshs 1 Billion.

The Committee, raised concerns with the manner in which water service companies in the Country are being managed.

The Acting CEO was put to task to explain why despite budgetary allocations to the Agency by the National Treasury, most projects are incomplete since a large part of its jurisdiction still lacks piped water.

The Legislators called out the Agency for mismanagement of available funds, including the loans that they have taken and are yet to pay.

The committee sought to know how the agency intends to pay the 13Billion debt, since their intended payment plan includes getting money from County governments that have so far benefitted from their services, a strategy that the legislators said is unsustainable if there is no defined framework to ensure that this is done.
