Senate Standing Committee on Devolution gathers views on Bills before committee

Senate Standing Committee on Devolution chaired by Homabay Senator,Hon Moses Kajwang today held fruitful discussions with officials from Intergovernmental Relations Technical Committee (IGRTC) and County Assemblies Forum (CAF) to gather their views on several Bills before the committee.

The IGRTC Acting Chairperson Mr John Burugu, CEO Mr Peter Leley and Hon. Joseph Kaberia,Meru Speaker representating CAF, presented a raft of proposals to the committee on County Government (Amendment) Bill,Intergovernmental Relations (Amendment)Bill and County Oversight and Accountability (Amendment)Bill.

The committee further discussed areas of collaboration with IGRTC.

Members present in the meeting include Senators Rose Nyamunga,Sen Abdul Haji,Sen Ngugi Isaac and Sen Agnes Muthama.

On October 20, 2021, Justice and Legal Affairs Committee chaired by Hon. Kigano Muturi, MP conducted approval hearings for two nominees for the position of Commissioner at the Ethics and Anti Corruption Commission.Col. (Rtd) Alfred Mutweta Mshimba and Dr. Monica Wanjiru Muiru who had previously been nominated by H.E President Uhuru Kenyatta responded to queries on their suitability for the aforementioned positions.

Members of the Committee will prepare and table a report which will be debated by the House before a resolution is made to either approve or reject the nominees.

On October 19, 2021, the Clerk of the National Assembly Mr. Michael Sialai hosted a delegation from the Parliament of Zimbabwe.

The delegation comprises of Members of the Portfolio Committee on Local Government, Public Works, National Housing and Social Amenities and is in the country on a study visit of the Parliament of Kenya to learn best practices with regard to the implementation of devolution in the country.

The delegation which will meet with various Committees in both the National Assembly and the Senate, are also scheduled to discuss with their counterparts, the legal impediments and enablers towards empowering the lower tiers of government.

By the end of their study tour, the team also hopes to appreciate the challenges faced in the process of the implementation of devolution.

On October 19, 2021, Senate Standing Committee on Devolution chaired by Homabay Senator,Hon. Moses Kajwang met with Zimbabwe Members of Parliament to discuss the pros and cons of devolution in Kenya with a view of adopting and recommending best practices to implement in their country.

The members of portfolio Committee on Local Government,Public works and National housing led by their Chairperson, Hon. Miriam Chikukwa were extensively apprised by the Senators on the gains and challenges of Devolution in Kenya since inception in 2010.

Members from Zimbabwe Parliament who are in Kenya for benchmarking are Hon. Marko Raidza,Hon.Omega Sibanda, Hon. Sames Chidakwa and Hon. Allan Markham.

Members of Devolution present in the meeting included Commissioner Hon. Aron Cheruiyot (Kericho),Hon Abdul Haji (Garissa)Hon.Agnes Muthama (Machakos) and Hon Ngugi Githua.
