Two suspects arrested for bursary fraud

As we approach the 2022 general elections, some people are being used to smear the reputations and names of other politicians.

This follows the arrest of two women in Timau, Meru County for possessing copies of NGAAF bursary forms that they claimed to have purchased.

According to one of the suspects, she said that it is not surprising that they had these forms because they obtained them in the same way that they obtained forms from the MP’s office. She said that they collect as many forms as possible, and each form is filled out by a parent.

“I am a member of the CDF committee, and I assist the office with form collection. I brought the forms because that is how we do things in Timau. They are printed in cybers and we purchase them,” a suspect said.

An official from Hon. Bishop Kawira Mwangaza’s office said that the process of awarding bursaries to students involves public participation, in which Hon. Bishop Kawira Mwangaza asks members of the community to choose the most disadvantaged child in the community.

“Bursary forms from the office of the Meru NGAAF patron, Hon Bishop Kawira Mwangaza, are not for sale. The women coming from a single ward were apprehended with duplicate copies of over 116 forms. The 116 forms are supposed to be spread across five sub-counties,” an official said.

“It is illegal to purchase forms in cybers or from individuals which is an intent of mudslinging Hon. Bishop Kawira Mwangaza’s name,” an official said.

The official said that the parents who filled out the forms are expecting bursaries, which will not be granted because the national government usually prepares a budget for the allocations.

Following the sale of NGAAF bursary forms that are not intended for sale, the case is now under police investigation.

The offices of Hon. Bishop Kawira Mwangaza and NGAAF have both strongly advised against the sale of bursary forms and the printing of copies in cybers.

The forms are not duplicated or made available in cybers because Hon. Bishop Kawira Mwangaza is given a few of them each year through NGAAF.

Another official said the office of Meru NGAAF patron Hon. Bishop Kawira Mwangaza receives less than Ksh 3 million every quarter for bursaries in the entire county.

“Since the beginning, Hon. Bishop Kawira Mwangaza has always chosen students while she is on the ground where she conducts public participation in a community and requests for the disadvantaged child,” an official said.

“When the Ksh 3M is divided among the 45 wards, six pupils are eligible for bursaries, as Hon. Bishop Kawira Mwangaza awards bursary cheques starting at Ksh 10,000,” an official said.

The official added that the two women, who came from a single ward, had 116 bursary applications with them. He said that it implied that throughout the entire county, only one ward would benefit from the bursary awards.

Hon. Bishop Kawira Mwangaza also uses her own funds and those of her friends to help the less fortunate students in the communities.

It implies that if the 30 bursary forms allocated to a constituency are allowed to be printed in cybers or duplicated, disadvantaged students will not benefit because the forms are intended for orphans and the poor in a community.

It is for this reason that Hon. Bishop Kawira Mwangaza conducts public participation in the communities and asks members of the community to give her the less fortunate students.

The remaining disadvantaged students are expected to benefit from bursaries awarded by the Mp, MCA, and governor’s office.

Hon. Bishop Kawira Mwangaza has asked the residents of Meru to be on the lookout because she has not sent anyone with a bursary form or group forms. She said that she visits the communities herself and requests that the less fortunate students be given to her, after which she gives out the bursary form at the same time.
