The Departmental Committee on Agriculture and Livestock in the National Assembly yesterday continued with its series of inspection visits on projects under the State Department for Fisheries Acquaculture and the Blue economy, in the coastal region.
The Committee chaired by Moiben MP, Hon. Silas Tiren yesterday visited the Kenya Marine and Fisheries Research Institute .The Committee was accompanied by Changamwe Member of Parliament, Hon. Omar Mwinyi.
Kenya Marine and Fisheries Research Institute (KMFRI) is a State Corporation established in 1979 by the Science and Technology Act, Cap 250 of the Laws of Kenya, which has since been repealed by the Science, Technology and Innovation Act No. 28 of 2013 which has recognized KMFRI as a national research institution under section 56, fourth schedule.
KMFRl’s mandate is to undertake research in “marine and freshwater fisheries, aquaculture, environmental and ecological studies, and marine research including chemical and physical oceanography”, in order to provide scientific data and information for sustainable exploitation, management and conservation of Kenya’s fisheries and other aquatic resources, and contribute to National strategies of food security, poverty alleviation, clean environment and creation of employment as provided for under Vision 2030.

Later in the afternoon, the Committee undertook an inspection tour of the Shimoni project which they had been informed was 60% done but to their dismay, was only about 15% done. The contractor and the sub contractor were no where to be seen.
The Committee agitated by this, resolved to summon all the responsible officers in that project. In accordance with their oversight mandate, the Members have since asked the State Department’s officials to prepare to account before it, every penny of the monies approved for the project.
