The Departmental Committee on Defence and Foreign Relations is this week in sessions chaired by Kajiado Central MP, Hon. Elijah Memusi sitting in Malindi in Kilifi County for the preparation of its Report to the House on its consideration of the Protocol on the Rights of Older Persons in Africa, and the Protocol on the Rights of Persons with Disabilities in Africa.
The object of these protocols is to be in tandem with international provisions which guarantee explicit rights, protections, entitlements and privileges for Older Persons and Persons with Disabilities.
While the Executive Arm of Government has the mandate to sign international agreements and treaties through respective Cabinet Secretaries on behalf of Kenyans, such agreements require the ratification by the National Assembly to be binding.
