Judge Anthony Mrima of the High Court ruled that cabinet secretaries who continued to serve in 2017 without being vetted were in office unlawfully, and that any permanent secretary who was not competitively recruited by the Public Service Commission (PSC) should also be fired.
The ruling came after activist Okiya Omtata filed a lawsuit challenging the CAS’s establishment and appointment.
