PAP delegation in Kenya as part of an ongoing fact-finding exercise

The Clerk of the National Assembly, Mr. Michael Sialai, today met with members of the Pan-African Parliament (PAP) Secretariat led by the Clerk to the Assembly, Mr. Vipya Harawa.

The PAP delegation has been in the country since Monday, November this week as part of an ongoing fact-finding exercise that seeks to develop administrative systems in collaboration with sub-regional and national parliaments for the implementation of AU policies and programmes relevant to PAP.

The interaction between the officials of the Pan-African Parliament and those from the Administration of the Parliament of Kenya focused on various processes and opportunities related to the domestication of African Union treaties and implementation of AU decisions, policies and programs as well as explore opportunities for collaboration between the two Parliaments.

The meeting and interactions culminated in an agreed collaborative framework, between the PAP Secretariat and the Secretariat of the Parliament of Kenya which will enable the two teams provide effective support to their respective Parliaments for domestication and implementation of AU decisions, policies and programs relating to human rights and governance.

The exercise is being undertaken under the African Governance Architecture (AGA). The African Governance Architecture (AGA) is inspired by the Constitutive Act of the African Union (AU) that expresses the AU’s determination to ‘promote and protect human and people’s rights, consolidate democratic institutions and culture and ensure good governance and the rule of law’.

The principal objective is implementation of AU Shared Values and in particular the African Charter on Democracy, Elections and Governance (ACDEG).

The PAP Secretariat team was led by Mr. Vipya Harawa, Clerk of the Parliament, and included Mr. Kenneth Akibate, Serjeant-at-Arms, Mr. Ian Chingwalu, Senior Human Resources Officer and Ms. Helen Sabwa, Committee Clerk.

The Kenyan secretariat is led Mr.Jeremiah M. Nyegenye, the Clerk of the Senate of Kenya and Mr. Michael R. Sialai, the Clerk of the National Assembly of Kenya.
