President Uhuru Kenyatta set to make Annual Address to Parliament next week

The notification of the much-awaited address was made by the Speaker of the National Assembly, Hon. Justin Muturi yesterday when presiding over the House during the afternoon session.

Making reference to Standing Order (42) relating to Messages from the President, Speaker Muturi informed the Members of the National Assembly that he had received communication from the President conveying that he intends to deliver his 2021 State of the Nation Address on Tuesday next week.

“In this regard, therefore, I wish to inform the House that I have received a Message from His Excellency the President dated 19th November, 2021, conveying that he intends to deliver the 2021 State of the Nation Address to Parliament pursuant to Article 132(1) of the Constitution”, read a section of the Speaker’s Communication to the House.

Speaker Muturi further notified the House that Pursuant to Article 132 (1)(b) and (c) of the Constitution and Standing Order 22(2) of the National Assembly, there is consequently a scheduled Special Joint Sitting of Parliament which will take place at the National Assembly Main Chamber, Parliament Buildings on Tuesday 30th November.

He also apprised the Members that the offices of the Clerks of the Houses of Parliament had commenced preparations for the day including making official invitations, which will be sent out in the usual manner.

The Clerk of the National Assembly is now expected to facilitate the publishing of the notification of the Joint Sitting in the Kenya Gazette for the information of Members and general public.

Article 132 of the Constitution mandates the President in his address to the nation,to report on measures taken and progress achieved in the realisation of national values set in the Article.

The President who is expected to address the Special Sitting once every year-though they may address at any other time, is also expected to submit a report for debate to the National Assembly on the progress made in fulfilling the international obligations of the Republic.
